Re:       Proposed amendment to Constitution

Mr. President,

The proposed amendment change garnered a great deal of conversation at our monthly meeting, with many members expressing concern with the wording of the attached letter. As we read the letter, it appears that all members will be enrolled and subsequently billed for participation in any benefit packaged approved by the board unless the member takes action to “voluntarily opt out”.

As delegate, before casting the vote of the members, I have been directed to ask specifically:

Will all members be considered plan participants until such time as they take action to “voluntarily opt-out”?

Logically, this makes sense, however the burden upon us to communicate would loom large. Communication failure to any degree would result in a perceived dues increase the likes implied by and addressed in your June 3 letter to Chairperson Casey.

Fraternally, I Remain,

Brian Donald
